New training and an evaluation are underway as part of ongoing implementation of the Framework to reduce criminalisation of young people in residential care (the framework). The framework is a shared commitment across government departments, Victoria Police, and the sector, including residential care service providers, to reduce the unnecessary and inappropriate contact of young people in residential care with the justice system.

Training for residential care providers and residential care staff is available to better understand the framework and the ways in which staff at all levels can support implementation. The training supports residential care staff to understand their roles and responsibilities in reducing the criminalisation of young people in residential care, including guidance on responding to behaviours of concern that might result in police contact, in a culturally safe and trauma-informed way.  Staff can register to access the free eLearn at  Centre for Excellence in Child and Family Welfare.

An evaluation of the framework, led by the DFFH Evaluation and Insights team, is now underway.  Residential care providers have recently been advised of a survey available to all residential care staff to support the evaluation.  The survey has a focus on worker’s experiences in responding to non-crisis behaviour in residential care homes and practice changes through the period of implementation.  The survey will be open until 11 April 2025.  All residential care staff are encouraged to participate in the survey and share their experiences.
