L17 Family Violence training

The L17 Family Violence Portal is an electronic means for Victoria Police to make reports and referrals to Child Protection, The Orange Door and Specialist Family Violence services.

About the system

The portal has been created by the Department of Families, Fairness and Housing (DFFH) in collaboration with family violence services and child protection to streamline the report and referral process with aim of improving outcomes for members of the Victorian community experiencing family violence.

The end-to-end process of the portal commences after Victoria Police have attended a family violence incident and enter details into the L17 family violence portal (portal) via their electronic system, LEDR-Mk2. The portal has routing rules that directs which services are best placed to receive the referral, allowing them to review the record, determine appropriate action and record the client outcome.  Services are not expected to record particulars of support provided beyond the initial L17 intake, triage and referral process.

Who needs access

Referrals entered into the portal by Victoria Police are accessed by the following user group:

  • Child Protection
  • Family Safety Victoria
  • Department of Justice and Community Safety (DJCS)
  • Community Based Family Violence Services

How to get access

As the portal contains sensitive information a registration process is required to verify a worker’s role within their agency and need for access.  DFFH has established an authentication process called eBusiness which provides agency access to a number of department applications including the L17 portal.

Agency’s registered  to use the L17 portal must nominate an Organisational Authority who is responsible for managing their staff’s access and user responsibilities related to the application. L17 portal update

From 29 April, the Department will begin a planned update to the L17 login page as part of ongoing improvements to system security. 

What this means for you.

  • You will see a slightly updated login page, including a new option to Sign in with Microsoft.
  • No action is required from you at this time.
  • Please continue to log in using your existing L17 username and password as you do today. 

The new Microsoft login option is being introduced in preparation for the future AppConnect portal. You do not need to use this option yet. The transition to AppConnect will occur from late May, and users will be contacted directly during May and June with clear instructions when it is time to begin using the new feature. 

Until you receive further communication, there is no change to how you access L17

Reactivating your account

Users are automatically deactivated from the portal when they haven’t logged in after 60 days.  To reduce this occurring users will be sent a warning via their registered email after 45 days. To reactivate an account, agency staff should contact their organisational authority/direct line manager who can email  systemsadministration@support.vic.gov.au with the users name and request reactivation

Training

Registered L17 portal users can contact L17 Administration support via email L17Portal@dffh.vic.gov.au to arrange access to self-paced learning material that provides an overview of portal;

  • Logging into the portal and navigating the dashboard
  • Using search functionality, the assign and triage functionality
  • Make referrals to other services
  • Enter actions and client outcomes
  • Reopen closed status L17 referral/reports

Users may also wish to contact their agencies Organisational Authority to access local policies and procedures related to appropriate portal usage. Alternatively the  L17 Administration support team can provide training as a tailored overview of the portal’s functionality .

Telephone support is available from 8.30 am to 5.30 pm.

Users can log a job through the IT Service Centre between 7.30 am and 6 pm.

Escalating requests

If your request is urgent and or has not been actioned within target response times (High Priority – 24hrs and Medium Priority – within 7 days) queries can be directed to the L17 family violence portal administrator L17portal@dffh.vic.gov.au.
