The Compliance & Quality Audit Team (C&Q) ensures effective independent oversight of funded organisations against department program requirements and relevant legislation. Performance audits of residential care services are conducted by the C&Q Team and focus on the care, safety and wellbeing of children and young people.

A component of the audits entails selecting a random sample of residential care staff files which are then audited against training and safety screening requirements. Labour Hire staff are captured in the sample group.  The C&Q Team has identified non-compliances across funded organisations when there is a failure to provide evidence of completed Labour Hire Service Procedures.

All residential care providers who engage approved Labour Hire staff must ensure they maintain evidence of completed Labour Hire Service Procedures. Specifically, the following attachments must be completed:

  • Attachment 3: Labour Hire Agency Checklist- Placement of Contract Worker
  • Attachment 4: Confidentiality and Privacy Undertaking of Contract Worker
  • Attachment 5: CSO Action Checklist – Management of Contract Worker.

Reference of this requirement is found in Section 2.5 of the Department’s Labour Hire Service Procedures: Engaging Labour Hire Agency Residential Care Staff in Out of Home Care Services (June 2015).
