Homes Victoria releases Homes First Program Call for Submission

Homes First is one of a suite of programs to support people sleeping rough and experiencing persistent homelessness. Homes Victoria has taken on the learnings of the Homelessness to a Home program and best practice support to design a new service model, to commence in July 2024.

Clients of the program will receive three-years of intensive, wrap-around support with priority access to social housing through the Victorian Housing Register.

The Program will operate in eight areas, both metropolitan and regional: 

  • Hume Merri-bek
  • Outer Eastern Melbourne
  • Brimbank Melton
  • Loddon
  • Inner Gippsland
  • Goulburn
  • Ovens Murray
  • Wimmera South West.

Homes Victoria is seeking proposals from the following types of organisations to deliver Homes First:

  • Community Service Organisations
  • Aboriginal Controlled Community Organisations
  • Registered Housing Agencies.

In recognition of the Victorian Government’s commitment to addressing Aboriginal homelessness, Aboriginal Community Controlled Organisations are strongly encouraged to apply. An Aboriginal-Specific Homes First program will also be developed by community through a self-determined process and will be contracted through a separate procurement process in 2024.

The call for funding submissions is available via the Buying For Victoria website and closes on 25 January 2024.
