The Victorian Government has launched the updated Mandatory Minimum Qualifications (MMQ) Policy. The updated MMQ Policy will come into effect on 31 March 2026.

The updated MMQ Policy outlines the minimum qualifications people need, or must be working towards, to work as a specialist family violence practitioner in Victoria.

This updated policy only applies to specialist family violence response roles that hold Comprehensive level responsibility under the Multi-Agency Risk Assessment and Management (MARAM) framework and deliver family violence response functions. The main changes to the MMQ Policy include:

  • All roles from 1 July 2021, must have or be ‘working towards’ an Australian Qualification Framework Level 7 or above level qualification (e.g. Bachelor’s Degree, Graduate Certificate or Master’s Degree) related to family violence.
  • Practitioners who already have a Diploma or experience can ‘work toward’ the minimum requirement over 10 years while employed in a specialist family violence response.
  • People who were employed in a specialist family violence response role before 1 July 2021 are permanently exempt from the MMQ Policy requirements.
