Updated Policy: Minimum qualification requirements for residential care workers

All residential care workers must complete three mandatory units of competency.

Children and young people who reside in residential care require the best possible care that can be provided. The safety and wellbeing of these children and young people is the paramount consideration for everyone involved in their care.

Roadmap for Reform commits to minimum qualifications for residential care workers and upskilling the existing workforce.

The minimum qualification requirement sets a benchmark to ensure all residential care workers have a common level of residential care specific skills and knowledge.

All residential care workers providing direct care in a department operated or funded residential care home are required to hold, or be undertaking, either:

  • The preferred qualification - Certificate IV in Child, Youth and Family Intervention, or
  • A recognised relevant qualification.

In addition, all residential care workers must complete three mandatory units of competency, which covers trauma informed practice, providing residential care and managing behaviours.

The minimum qualification applies to all residential care workers (full time, part time, casual or labour hire).

If a residential care worker is employed without having completed the requirements, prior to providing direct care they must have:

  • commenced the mandatory units of competency, which is to be completed within 12 weeks from training commencement
  • commenced the preferred or relevant qualification, which is to be completed within time frames prescribed by the training provider.
